Oregon is a beautiful state with hardworking people who want safe communities, affordable living, strong schools, and a government that listens to them.
I am running for Oregon House District 46 because I believe Oregon can do better. As your representative, I will stand up for families, taxpayers, small businesses, farmers, workers, and law-abiding citizens. I will work to bring common sense and accountability back to Salem.
We don't have to agree on everything to work together. But we do need representatives who will listen, stand firm on important principles, and put Oregon families first.
Together, we can bring common sense, fiscal responsibility, safety, and opportunity back to Oregon.
The work
Six commitments to District 46
A government that lives within its means, keeps neighborhoods safe, and measures every bill by whether it actually helps Oregonians.

Safe Communities
People deserve to feel safe in their homes, neighborhoods, and businesses. I will support effective law enforcement and policies that hold criminals accountable.

Better Schools
Every Oregon child deserves an excellent education. We need to focus on students, teachers, classroom learning, and accountability for education spending.

Protect Oregon Jobs and Businesses
Small businesses are the backbone of our communities. I will work to reduce unnecessary regulations and create an environment where businesses can grow and provide good-paying jobs.

Protect Our Oregon Way of Life
Oregon's farmers, ranchers, hunters, fishermen, and rural communities deserve a strong voice in Salem. I will defend responsible land management, private property rights, and traditional Oregon industries.

Government Accountability
I believe government should work for the people—not the other way around. I will examine legislation carefully and support policies based on whether they actually help Oregonians, not simply on which political party introduced them.
House District 46
Southeast Portland, all of it.
HD-46 sits entirely in Multnomah County and covers much of southeast Portland — from Mount Tabor and Montavilla through the Jade District, Foster-Powell, Lents, and Darlington. Neighbors who run shops, raise kids, take the bus, and want streets that feel like home.
Leo Morley is the Republican nominee after the May 19 primary and is on the November 3 ballot against the Democratic incumbent. This district deserves a representative who will take its concerns to Salem without treating them as an afterthought.

Oregon votes by mail. Check or update your registration at OregonVotes.gov. The deadline to register or update for the November 3 election is October 13, 2026.

Watch for your ballot
County elections offices mail ballots to active registered voters about two to three weeks before Election Day. In Multnomah County, expect yours in mid-to-late October.

Mark HD-46 for Leo Morley
On the state representative line for District 46, fill in the oval for Leo Morley, Republican. Sign the return envelope — unsigned ballots cannot be counted.

Return it on time
Use a drop box or USPS. Ballots must be received by 8 p.m. on Tuesday, November 3, 2026. Postage-paid return envelopes are provided.
